Rotation into Tech Stocks

The theme this week on CNBC has been the rotation out of financial stocks into tech stocks.
This morning, Erin Burnett interviewed John Chambers [VIDEO] and he provided some interesting comments and observation about business conditions in the Web 2.0 environment.
Since CSCO is a bellweather, I took a look at the NASDAQ 100 Index relative to the S&P 500, the Dow Industrials and the Russell 2000. What would a technical trader get out of this?

The 50-day and 200-day moving averages were plotted on each chart. They would most likely see the Russell 2000 as the weakest of the lot as it is trading below both moving averages. The S&P 500 and the Dow Industrials are in between.
